This plenary presentation is based on a critical conceptual review of existing models of social enterprise in Europe undertaken for Housing Studies. A classification system for social enterprise was developed to reflect the specific features of the social housing sector as framework for research. Drawing on cases studies in the Netherlands and England using the above framework this presentation goes on to explore the impact of recent policy and economic change on the positioning of housing organisations between the state, market and community. In the face of policies that both stress and/or question the role of third sector actors in social and affordable housing delivery, the presentation will discuss the ways in which these actors are responding to current financial and regulatory challenges. Finally it will raise the question of whether social enterprise should be restricted or promoted in the current economic and policy context.]]></string></description>

NOTE:Darinka Czischke is a specialist in housing policies, urban social inclusion and social/affordable housing. She is a sociologist and holds an MSc in Regional and Urban Planning (Distinction) from the London School of Economics and Political Science. After heading the European Social Housing Observatory at CECODHAS for six years, Ms. Czischke has recently joined Delft University of Technology (the Netherlands), where she carries out a PhD on social enterprise in housing organizations in North- Western Europe. Her past experience includes policy-orientated research on urban, social and environmental issues at the LSE Cities Programme, the LSE/ESRC Research Centre for Analysis of Social Exclusion, the Greater London Authority, the Pontificia Universidad Católica and the Environmental Planning and Research Centre (CIPMA) in Santiago, Chile. She is also a consultant on housing and urban regeneration for the European Union’s URBACT programme. She has published extensively on social housing policies in EU member states; interactions between EU regulations and housing; the role of social housing for social cohesion and for the integration of immigrants and the management of social housing. Ms. Czischke has collaborated as expert with several European institutions (European Commission, Council of Europe, UNECE) and is a joint co-ordinator of the working group ‘Social Housing: Institutions, Organisations and Governance’ at the European Network for Housing Research (ENHR).
