L'idée circule cependant au XIIe siècle derrière les termes populus, corona, regnum, civitas et regna, ou respublica. L'historien ne peut donc se pencher que rétrospectivement sur la naissance d'autorités étatiques à cette époque. Pour tenir compte de la diversité des situations en milieu majoritairement chrétien, le cas de la France, où le processus de construction de l'État, bien connu, est réputé très précoce, est examiné en parallèle avec celui de la Castille.
