Description de la ressource pédagogique

Description (résumé)

My work presents a description and explanation of the historical significance of the unpublished intelligence report "South America", written in 1822 by Woodbine Parish, clerk at the Foreign Office and Castlereagh's private secretary (and later the first British Consul to Buenos Aires). The aim is to outline Foreign Office political strategy towards the South American revolutions at the Congress of Verona, analysing the links between political struggle, intelligence and international diplomacy. At the time of its writing in 1822, Parish was a clerk in the Foreign Office and private secretary to the Foreign Secretary, Castlereagh, who requested the report in order to prepare for British negotiations at (what was to be) the final Congress of the Holy Alliance held in Verona. It was probably the first report on the revolutions in South America commissioned by the Foreign Office. The historical context, the authors, and the content of this report make it a key document in British diplomacy on Latin America. As we will show, it brings to light unknown aspects of the period, and illuminates with new information existing historical accounts of the events leading to the recognition of the South America states. We argue that, to a large extent, Parish’s report helps us understand the principles of British policy towards Latin America in the 1820s and the foundations of British recognition of the South American insurgent states.
